Governor Ademola Adeleke of Osun State has emphasized that Osun Internally Generated Revenue (IGR) has risen significantly, helping his administration sustain governance and deliver essential services despite the ongoing crisis over the non-release of local government allocations.
Speaking in Ilesa on Thursday during the enrollment of inmates at the two Correctional Centres into the Osun Health Insurance Scheme (OHIS), Adeleke explained that the fiscal strain caused by seized allocations had pushed his government to adopt strict financial discipline and explore innovative revenue measures.
“Many have asked how we are achieving all these despite the state’s lean financial situation, especially in the last seven months. The answer is simple: aside from being strong believers in God, we embrace transparency and priority spending in the management of state funds. We have raised our Internally Generated Revenue and we judiciously manage our special project account,” Adeleke said.
The governor expressed optimism that the lingering local government allocation crisis would soon be resolved within the framework of constitutional provisions. He reiterated his administration’s commitment to inclusive governance and the welfare of all residents.
Healthcare Coverage for Correctional Inmates
Adeleke highlighted the extension of healthcare coverage to 1,200 inmates as part of the government’s welfare drive. “Today, we extend our healthcare coverage to inmates of correctional centres as a demonstration of our concern for the health and wellbeing of every segment of our people,” he noted.
Rotimi Olalekan, the Controller of Corrections in Osun State, praised the move, confirming it followed a request to the Executive Secretary of the Osun Health Insurance Agency (OSHIA), Dr. Rasaq Akindele. He also called for further support, including CCTV installations, solar power systems, and perimeter fencing for security.
Context Behind the Allocation Crisis
The Federal Government has withheld allocations to local governments in Osun since April 2025 following a political dispute between the Peoples Democratic Party (PDP) and the All Progressives Congress (APC) over council control. This has strained local governance but, according to Adeleke, also strengthened the state’s reliance on Osun Internally Generated Revenue as a sustainable alternative.
This fiscal shift demonstrates the importance of revenue diversification and financial prudence in ensuring stability during political and economic challenges.
